Will Tour De France 2014 come to PS4 ?

And how about PC platform, im not talking exactly about TDF 14, im talking about TDF 12,13 and others, and i just need to know, why they can't release that game on PC platform, because i played PCM 13,12,11, and its boring, same things all the way, i want to play TDF no matter it would be 13 or 14 years game, but i want to control single cyclist on the road, just like TDF on PS3, so why they cant release that game on PC platform?, just asking.
