The way to create races is quite the same but the scale (1/10 for PCM and 1/5 for TDF) requires much more time and attention. A PCM stage, depending on the length and level of details is around 3 days work per person whereas a TDF stage is around 10 days (without counting testing time which is also longer on TDF due to the scale).
Easy for me to say I know, but that doesn't seem too bad. I would be willing to pay for DLC that includes packages of races, and/or the Giro and/or Vuelta. A stage race of course is much more of an investment 21 stages * 10 days + testing is a big deal for you I guess when compared to how many you can sell.
The one day races, the route would be fairly similar each year too, so any investment would be good for years to come, so maybe DLC in year 1 and then included in the main game in years to come.
