PCM season planner and fitness

ello there..

Can anyone tell me what the bars in game and in season planner indicates?

For instance contador is using "TOUR_DE_FRANCE_04" having high red bars in the end of tour de france, and a low green one ultimo august.

I can adjust these in PCM Season Planner, but what am I adjust? His training level or ?

How is it supposed to look? Should they be high or low at important events?
