Pro Cycling Manager

Today I bought PCM 2013 on Steam, The game downloaded fine, but when I click on PLAY GAME, the game doesn't run.. PLEASE HELP!!!

The system error is: The program can't start because d3dx9_42.dll is missing from your computer

I'm running on Windows 8.1, Core i5 3Ghz, 8GB Ram. PLEASE HELP!!

An updated version of Microsoft DirectX is required in order to run Pro Cycling Manager 2013.
This component is automatically installed with the game.

But for some reason if this component is not installed:

1. Run Steam and click Library.
2. Right click Pro Cycling Manager 2013 and click Properties.
3. Click the tab Local Files then click the button Verify Integrity of Game Cache.
4. Once done, run the game.
