I know you can set the wind direction in SE but what mean the numbers between -1 and 359? They are degrees? How could I set a wind from northwest?

yes on the SE click on Stage Info, at the bottom you setup wind using 360 degres as below :

North = 0
NorthEast = 45
East = 90
SouthEast = 135
South = 180
SouthWest = 225
West = 270
NorthWest = 315
