Graphical problem with fullscreen when trying to play

The PCM2015 Launcher with version 1.2 is working, but when I launch the game the proportions of the screen are messed up and I can't change it with the settings tab as the screen resolution is wrong and the option to change it is cut off. I tried uninstalling and reinstalling but it didn't work. I am using a Toshiba laptop with a 1920 by 1080 native resolution but the game is not fitted to this screen, because most of it is cut off. How can I modify the graphics settings outside of the PCM main game?
