Pro Cycling Manager

Hello, I have a problem with my career mode. In my second season I can't use the I+D program with the companies give me tyres, etc. This option is not avaible, but the companies sent me an email that sais is avaible for my team. When I enter in the page for that, the text sais "It is avaible for you", but I have not the option.
I have a screenshot, if is neccesary I can upload it, but I don't now how.
