It was a problem last year for lead out trains when not strongest team and although only a few games in seems to be a bit of a problem again
When creating a train the rider on the front needs to be able to have free effort set. When creating trains if not as strong as other riders, the rider often drops back into the group. Free effort would help counter this and give more control when having a train to lead your rider (whether for a sprint or on a climb or any other situation). Obviously this shouldn't be available at all times for all riders as it would practically make the gameplay the same as Manager mode but certainly the the rider leading a train should be able to have the free effort available
